The Animal Welfare Office tells us that the decision to kill the Safe Haven 19 was made by Board members Lofthouse and West. However, there is some evidence that Lynn Lofthouse did not even know the dogs had been killed on Nov. 13. To me, it looks like ASPCA and the Animal Welfare Office were involved in that decision, but not the Safe Haven Board. Believe me, I am not trying to clear the name of Lynn Lofthouse. But we need to know who made the decision so that we know whom to hold accountable.
