Begining in July of this year, ACS was notified no less than 6 times that dogs were starving.
The first time ACS was notified, they sent a "nuisance letter" to the address. The second time, ACS did not respond. The third time, they left a letter but never followed up. The neighbor became so upset with ACS' lack of action that she reached out to a local rescuer. The rescuer made contact with ACS on 2 occassions and provided the cruelty investigator as well as Kathy Davis, ACS Director, with graphic photos of the starving dogs wasting away to skeltons. Two of the dogs died. One dog remained. ACS still took no action to save the dog and she died on Friday. This is her death photo.
Do not be angry at the neighbor as this is a crime ridden area and she was fearful of retaliation. She did the right thing by contacting ACS who had legal authority to immediately seize these dogs. ACS failed these dogs.
Those of us in rescue in San Antonio see this far too often. ACS drags it's feet. ACS does not want to seize these abused and neglected dogs because it means they have to house and care for the "evidence" while waiting on the court hearing. And if the animals have to be euthanized, then ACS artifical live release rate is adversely affected.
Kathy Davis needs to be fired now! This is just a long line of horror stories that occured on her watch.
Watch the story tonight at 10 p.m. on KENS 5. Then email your city council person and demand that Kathy Davis is immediately terminated.
